Spot the difference. Interesting aspect has crept up on the Anafon Community Hydro but we (NT projects) are subject to it on a few of our hydros as well. This being the statutory consenting process for grid improvements (new cables, pole, transformers, under grounding stuff…)  My two penneth on this is that proportionality does not seem to factor into the process. Changing from two to three cables on an exiting pole is the same process as consenting a new sub station. The process takes a very long time and involves a lot of paper work for the District Network Operator to prove that the improvement, re-enforcement or upgrade is not having a detrimental effect… The time frames are…approximates. see below 16 weeks approximate and could / will take longer. ah plus you then need to wait weeks / months for the upgrade then to happen. Not good for a community hydro if you need cashflow from generation to pay people back, get in before your grid reservation expires, planning conditions and so on. Proportionality. Consult yes but also risk score the impact. Now down off my high horse. Example below

“SPEN are upgrading the overhead line from single phase to three-phase within the Snowdonia National Park.  It is a requirement to apply for a Form B Section 37 planning application as the visual aspect of the overhead line is changing (an additional conductor).

 The Form B application is sent to the local Authority and they have 8 weeks to respond and provide their comments.  Once we receive this, the Section 37 planning application is then sent to the Department of Energy and Climate Change (DECC) with the Form B approval along with the confirmation that all the respective land owners have been consulted and granted consent.  This is usually granted within 8 weeks but DECC have recently informed us that the process can/may take longer.”
